Cutting a tree "to the ground" still leaves a stump. Cookeville's tree ordinance treats anything from zero to six inches above the soil as ground level when the city removes a tree, so a flush cut can still leave a knob that catches the mower. Grinding turns the stump into chips below the surface so the spot can be filled, seeded or built over.

What grinding includes, and what it doesn't

Angi says many pros grind below ground level and that grinding typically goes past the surface to take out the core clump of roots, but not every job includes full root removal; surface-level grinding is available for less. Outer roots normally stay in the ground and rot. Ask your contractor how deep they'll go and whether they'll rake the chips back into the hole, haul them off or leave them as mulch.
